"Regional Seminar and Training on Diagnosis and Surveillance of Highly Pathogenic Avian Influenza (HPAI)" took place in Kuala Lumpur and Ipoh, Malaysia, jointly organised by Department of Veterinary Services - Malaysia, JICA, FAO and OIE between 13th and 17th December, 2004.
The Seminar was held at Grand BlueWave Hotel in Selangor on the 13th with over 300 participants while the training organized at Veterinary Research Institute (VRI) in Ipoh between the 14th and 17th. Trainees were invited from Cambodia, Myanmar, Philippines, Thailand, Timor Leste and Vietnam along with 3 Malaysian researchers from regional laboratories.

The objectives are:
- To prevent, control and eradicate animal and zoonotic diseases
- To promote the growth and development of a sound animal industry
- To ensure that food of animal origin are clean, wholesome and fit for human consumption
- To promote the growth and development of the animal feed industry
- To ensure the welfare and well being of all animals
